I would proceed very cautiously when zoning is involved. 

I deal with the monstrosity known as the NYC building of department as well as smaller municipalities like in my hometown of Yonkers and there is a wide variation on the time involved and what they require.

Anyways, I was talking to our conventional financing lender about this next step, and she mentioned that unlike new residential loans, their company won't be able to use the income from the leases on the new apartment building until we file our taxes in 2019, and then they would use the income from our Tax Statement. 

Multiple subcontractors would be involved. 

Sometimes it gets people off their bark-a-lounger and involved but many times people spend the money only to find out they need one on one help through a couple of transactions to have the knowledge and confidence to actually be successful.

(Draftsman will be under qualified, especially when permits and filings come into play.)

So I could file plans to make it conforming only to be told a house like that would look out of place in a nice neighborhood.

My attorney suggested to get the heater fixed before filing for UD even she didn’t pay within 3 days...
