HELOCs are typically only for owner-occupied properties. 

Those are typical loan terms.

They typically get loans Reperforming for a year and resell.

I’ve typically seen 100-200 an hour I think for this sort of thing.

The units are all metered independently so I don't have to subtract anything from rents other than typical vacancy, cap x, monthly expense averages..etc.

Landlords typically want more protection, not less. 

Since lenders have the risk that you default on the loan and property managers have their business at risk, they won't typically work with someone that doesn't have some level of experience or is working with another experienced partner.

You can typically find better deals on older structures and still get decent rent for them.
