You could probably get 30-minutes on a call for under $100 with lots of firms.Real estate law (and most other areas) are regulated by state law, unless it is an area governed by federal law only.

There are noise regulations in each municipality, if someone is violating noise restrictions its a matter for the authorities, not the PM.

You'll need to consider setbacks, covered vs uncovered ground (how much asphalt / concrete / building can exist), zoning (does the area allow multi-family or do you need a variance) population density requirements, building height requirements, and any other fun things that the town regulates
