This is so if there is an emergency, the water department can run through and shut if off without needing access to your home.You should call your water company and ask them.

When you talk to town planning, ask for a list of surveyors and trades people (specifically well and septic at the Environmental Health Department) since you'll need these permits even if there is an existing well and septic since you are technically performing an alteration.

This is a legitimate safety issue and you should not cut any corners.Best thing to do is swing by your municipality's building department and have a chat with the right person.
