Did you of did your property manager conduct a move-in inspection that was signed off by tenant?

My issue is not with the contract price or inspections but with closing in time.

@Matt Bailey schedule a day and inspect each unit see your local regulations and state laws before you go into each unit and see what needs to get urgent care plumbing, electrical, etc.

Should I get a home inspection done prior to making a offer?

So trying to take some lessons learned from my first property, as part of inspection, I had two contractors supply a bid for the property.

I understand the importance of having a structural engineer to inspect any properties in question and I have one lined up if the case should arise.However, I am surprised at how "comfortable" people are when discussing structural repairs out here. 

HUD does not "go back and forth" they don't let buyers "decide if they like wording" they don't let buyers "renegotiate after a home inspection".

Get your paperwork to title/attorney, get your inspections completed and get your financing in order.

After you make your offer and get it under contract, then you get the official inspection done.
