Is this scenario common in Multifamily real estate? 

Not sure on legality or if Section 8 even allows these type of additional charges in their agreement, but my lease states no guest longer than 7 consecutive days or total of 14 days in any 12-month period without prior written consent of landlord.  

I always volunteer to manage our clients purchases in person when they buy in the USVI :)But just like you can sell any where in the US and buy anywhere in the US - You can also sell any type of investment real estate and buy any other type of investment real estate. 

Common for tenants to ask for rate reduction, rare owners give it.I suggest you do everything you can to keep the tenants if you can. 

Our current rent is $2600 I want to offer to pay $3000 for as long as she wants 1-15 years and then pay $600k My main question is whether that type of structure of offer makes sense legally or technically or practically. 

I have worked with owners trying to sell or purchase multi-family properties and those types of agreements transfer with the property.
