With that said, a rehabbed property could accomplish the same goal of being "Like new,"  which about 45% of renters who desire a SFR look for new or rehabbed properties.4) Based off what I've seen with clients properties, I would say avoid carpet for rentals and don't buy the lowest quality products when renovating. 

Additionally, if the property doesn't meet the buyers' requirements based on the inspection, is there a cost associated with this?

There's a lot of investors who are pursuing this strategy based on bad advice.

This is based on two different areas of attack; some states take the position that wholesaling is brokering without a real estate license; the other area of attack is the position that most wholesaling methods result in the wholesaler committing fraud because they are signing a purchase contract knowing that THEY THEMSELVES will never consummate the deal, the only way the deal will close will be IF a third party is found to purchase at either a higher price or to pay a fee to the wholesaler to assume the contract.  

They make their decisions based on what is in their own best interest and they look at deals on a case-by-case basis.

It's possible both applicants ghosted because they found another property but based on your previous issues with the management company it seems more likely they slipped away due to incompetence.

Basically the concept was, take the shot and then adjust based on where the bullet goes.
