Now I plan to section 8 this place and I feel that dealing with oil would be a royal pain.

The biggest reason I got rid of them is they can be as much of a pain to manage the reward systems you have put in place as it is to manage the tenants.The best thing you are doing is thinking innovation about property management which most landlords fail to do.

This might have been the couple that she delayed allowing to see the inside but I am thinking there were 3 potential buyers. ( little groggy from pain meds due to accident last night and having to type with one hand) We also found funding for them here on BP, which she was aware of.  

And since property damages are a fixed number, unlike injury damages where you can recover for pain and suffering, paying attorney fees means money is coming directly out of your pocket.Having said that, if this guy really was drunk, depending on Pennsylvania law, you may be able to seek punitive damages.  

If you're gonna want to strip the paint, it's a pain and your painting contractor should say what I just said or upgrade all the siding.

Is this a tenant a pain to deal with?

If the property/and or municipality is local or within driving distance, I would personally appear at the office that sent the letter and seek some relief to resolve your tenant/PM problem.
