many of these rental areas are transitioning from owner occ to investor owned.. and what happens is investor looks up the tax's and runs a proforma.. without realizing that the tax's have been subsidized for the owner occ and they are going to jump for the investor.. 

It might be possible for a mass production builder who knows how to run a tight ship.

Appraisers may not be familiar with a transitioning area.
