Do you have any suggestions on what type of language to use for something like that where it will pull specific data from a web site?

Depending on where it is, First American Title has an awesome app for viewing recorded docs  - my first am app - can also be accessed on the web. 

I'm just concerned I may not get the full amount, is it a gamble 50/50 that I will get my money or am I guaranteed to win?
