There is a 50/50 chance the problems were tenant caused , like a clogged drain on a window a/c unit , people taking showers without closing the curtain ,  did someone overflow the tub of sink?

A simple vanity and sink with faucets you could get for under $150 and PVC piping is cheap and easy to work with.

I think you would have to be clear to folks that its in a rough area, otherwise you would be hit with tough reviews, which will sink you on VRBO. 

Safety checks for mold, water leaks under sink, missing planks from the deck, do doors work properly, and other emerging safety/wear and tear hazards in order to keep the tenant and the landlord safe is very reasonable.

So, you probably don't want to sink money into a house you don't own in the event that you don't actually buy it when probate is over (things happen).

No tenant is going to tell you when you have a leak under the sink when they have to pay $100.

There was some under-sink water damage identified by the wholesaler.
