There is a 50/50 chance the problems were tenant caused , like a clogged drain on a window a/c unit , people taking showers without closing the curtain ,  did someone overflow the tub of sink?

Safety checks for mold, water leaks under sink, missing planks from the deck, do doors work properly, and other emerging safety/wear and tear hazards in order to keep the tenant and the landlord safe is very reasonable.
