There is no license for a GC to my knowledge, but there are licensed electricians, plumbers, etc...

Consider investing in a good, reputable on-site mentor who will get you off to a good, profitable start.

Do you have a reputable lawyer or title company that you are working with? 

I worked with him through previous job I had, He was able to turn 10 houses a month for 2 years, so yes $45k is a large rehab, but I've seen him do that in 4 weeks.The wholesaler is a reputable one, and has never had this happen where a deal is stuck in escrow.

Networking with reputable brokers/agents & wholesalers is a must and extremely important in Miami.

That may work in the short term, but next time he tries to sell a house the realtors in the area may know his reputation and tell their clients to say away. 

As with the electrical, I would go beyond just a home inspection and have an actual plumber inspect things.
