I was just having a very similar conversation with a close colleague and it always comes back to what the underlying business objective is -- I will, however, say that having a diverse local economy should play a factor in the decision making here.

This implication shouldn't change my tax liability because whether I owe taxes is invariably based on objective factors, not on what my intent is. 

Quality over quantity. 

The quantity of day 1 cash flow says nothing about the quality/volatility/passivity of that cash flow.

While not a perfect measure, following up with the pastor about the difference in the well being of church members, as well as differences in tithes, are more objective measures of success than we generally get in real estate (or in mutual funds for that matter).

Look at the prices of the corporate ones and objectively determine if your place is more/less desirable than the others, and consider the amenities.

Done well – questions asked elicit objective responses like the number of late payments, noise complaints – whether they gave proper notice.

But my objective is to make money.

My two cents, if the Mills is right for you will depend on your objective. 

Sacramento only looks like a good deal to people who live in the Bay due to the relative differences in price.. but objectively, stuff here is a 4-7 cap and you should be aiming for 10-12.
