The nearby City sewer does not go out this far so I wouldnt be able to hookup to municipal water/sewer.Town is population 4000 and closest major city is Macon, GA.

Fortunately, the park of interest has already checked off several of the boxes you've mentioned: lot rents are well below double nearby apartment rents, vacancy in the zip code (<2%) and county (<5%) are strong, and nearby parks have comparable to much higher lot rents.

Even people who live nearby complain as well.Please tell me that eviction is not the only way to hold a tenant accountable?

Also curious about investing in Ithaca proper but the cash flow does not seem as compelling as nearby areas in NYS.

I haven't found any listed in my general area on loopnet, and I worry that it would be difficult to manage a facility that wasn't somewhat nearby. 

It's fair to me but still competitive with what I've seen 1 mile around me--more than really ugly rental houses of similar size, less than the larger houses, less than houses in a more prime/walkable area, and even a tad less than the new build 3 br apartments & townhouses nearby. 

If low days on market then usually combination of factors, lack of rents, great schools, nearby amenities/shopping, etc.
