Best you can do is start the eviction process, maybe that will spur the caseworker once a court order comes down the line to the tenant.It's been a while, but if I remember right if a section 8 tenant gets evicted, they lose the voucher program for 3 or 5 years, likely create a lot of internal issues for the case worker.
