Turns out my flooring contractor also owned a garage.

The house just needs carpets cleaned and a little paint, easily under $1k of work.

as was noted above, percentage is not a good indicator of price.There is a kind of a floor - where it's not going to get any lower - for example, "legal" costs could be a flat $400, or $600. 

if the driveway isnt TOAST.. maybe a good cleaning and some repairs?

Now the second month in, one unit reported mold on bathroom wall and very small puddle of water on the floor outside the bathroom.  

Let them know that the day after their deadline, you will have workers scheduled to clean carpet, do work in the home and they must be out. 

That also explains why my 100% remodeled from head to toe house gets appraised at the same value as a similar house that hasn’t been painted or cleaned in 40 years.

For example I like doing flooring so I might do all the flooring and pay myself $8000 for the work.

The second floor unit was already rented out for $525 which is way under market rent.
