contact the historic district commission for that neighborhood. one has to exist for a historic neighborhood to be registered with the National Register. they'll provide you a packet with their bylaws, windows are usually one of the hardest things to deal with when dealing with historically accurate facades so don't be discouraged if their rules for that particular item are strict

Condos can be listed year round...anything purchased specifically for a school district, especially if higher priced should be listed in the Spring.
