I would recommend that you put down on paper what pieces of the puzzle you have covered by your knowledge and experience and then do you best to identify what pieces of the puzzle are missing, or you don't have an area of expertise in, or huge amounts of knowledge in?

Do not send all of your qualifying documentation to everyone - figure out who you want to work with, who has the best combination of expertise, knowledge, best pricing and ability to close quickly, and then only send docs to this person.
