We didn't replace the back windows, as those are 100% in the shade and don't affect thermal load (they probably do insulation, a bit, but  not enough to justify the cost from our end).We had just replaced glass panes, as needed, but after one tenant's boyfriend thru a hammer thru one (three panes down), the another's son managed to break four panes at once (he must have thrown something thru both windows or fell in them arm-first and with thru both at once), the replacement glass costs were adding up -- that last one would have cost more than replacing both windows in the unit.
