Sure, there are some 203k Consultants who do more than what they need to do, but I would not rely on them to manage your construction project. 

I rely on experts as well.

DSCR will have limitations on owner occupancy because they rely on cash flow from the property to repay the loan.

As mentioned before, there's so many factors to rely on.Appraisers don't seem to be backed up like they were in 2020 and 2021, so that helps a lot.I'd say a deal this size, assuming appraisals are done in a timely manner and title is on their game, I could close something like this in 6 weeks, depending on which of my lenders it qualifies for.
