He may be just starting out the process and testing the waters, not REALLY ready to sell yet.

Even with a license you still need licensed subs for some trades - mechanical, electrical and plumbing, commonly.Getting a GC license is typically just a matter of taking a test and paying the fees.

Should I test and fix myself or dump property and look for another?

I've also found the forums on citydata.com to be helpful and combined with street view can give a good indication of what a neighborhood is like but for me the acid test is would my mom feel safe walking around?

I would test them out on projects until you find one you trust.
