The list includes not only health and safety issues but pretty also.   

I would always suggest putting equity down in a property to achieve several things: 1) better rates; 2) lower payment; 3) safety in a down market; and 4) the ability to pull equity out if I need it.Good Luck!

There are a lot of areas in OC that have hospitals, contract work etc that you can use to have the safety of consistent tenants.

I am assuming it is similar everywhere:- peeling paint- smoke/CO2 detectors- hand railings sturdy and in place where needed- windows open and close properly- heat/hot water functioning as it should- any obvious safety issues

Generally PM's are required to take continuing education, which is often focused on new legislation as well as basic "refresher" classes on basics such as Fair Housing and LL/Tenant laws, Fair Credit, and even Safety.

So you want $$ to be available quickly but don't forget that the safety of that is actually losing $$ every day, so it comes at a small price but still has a price.
