How much do you usually make an offer below the listed price?

I know fannie mae offers a 5% down one time close loan for a single family home construction, but now with the new rules, does it allow 2-4 units for this 5% down payment? 

(alternatively does Vanguard offer self directed IRAs?)

I have heard on podcasts that regional banks and portfolio lenders/in house lenders(not selling loans to freddie/fanny) can sometimes offer 6 month seasoning period for cashout refi.

Can we request a financial summary/statement from the seller before making an offer? 

We are leaving CA for tax reasons and because the distance of maintaining properties was getting to be too much (there were not great property managers or contractors so we were having to travel back for everything).We have made a few offers on 4plexes in Las Vegas but have not found the right property yet.
