If they didn't you could then move to evict them for not adhering to the lease.Very important to note that just because something is written in a lease doesn't make it enforcible.

People in the community, especially the police,  fire department, and code enforcement might know the name if it has been a problem property.

Most will tell you anything over the phone as generally verbal might be legal in some states but not enforceable in a court a law.

You need to figure out whether long-lost brother's sudden appearance actually has any effect on a valid, enforceable contract with the administrator of the Estate ... or whether people are trying to squeeze more money out of this deal.

Also I agree with some of the other responses in regards to enforcing the lease.

If they did pay out for this guy, then they open Pandora's box for other hosts to not enforce policies and pay out even more down the road I would think.
