plus for infrastucture and that is flat NO DIRT being moved just underground and paving . sidewalks go in by each lot owner.  

Is this accurate, if a property is owned by investors and constantly being sold and bought that's a warning sign? 

And of course the vast majority if not all got wiped out when I bought at the steps..
