I highly doubt a Chinese modular home manufacturer is going to be even remotely familiar with US building codes. 

Given that the HOA management is the same, any recommendations on whether I should opt for an older 2 bdr vs a 1 bdr in a nicer area?

A few places I'd recommend you look into:Madison - it has been up and coming for a long time now and I believe there is still going to be a lot of growth here over the next few years.
