But your learning a lesson here.. if your going to attempt to middle man deals you need to understand how title works.. you need to order a title report up front anyone can order it.. you have to pay for it.. god for bid but it is a cost of doing business.. so by waiting all the way to the end to find out title is buggered up because of others claim of interest and unwilling to sign the deed to transfer the property.. you have what we call in the industry a sale fail..

If the police are unwilling to do anything they'd probably change their tune if the real identity owner reported it to the police: https://www.bellinghamherald.c...So perhaps seek out the real person (I'm assuming you have the real person's social security number, birthdate and real name so there's a chance you can locate them - and tell them someone rented an apartment using their name, birthdate, and social security number and urge them to contact your local police).

Based only on my understanding of your issue, the appraiser could have been under a lot of pressure, made a bona fide mistake, but instead of correcting it is either a.) too busy to care or b.) unwilling to care due to the advanced notice requirement.
