Aspen has housing lotteries.

There are visa options, or tourist entry, all with limited stays; or immigrating if you win the lottery. 

She chooses Curtain #3...the REI with $5k CF option, and starts dancing...and can't figure out how/why the other 2 contestants left her with this enormous gift.The other 2 contestants are left scratching their heads, looking at eachother, and can't figure out why the 3rd contestant was so happy getting 50% the CF of the 2nd contestant, 33% of the returns per year as the 1st contestant, and was dancing around the room like she just won the lottery.  

If your mileage differs, then you should do it.If people are willing to play the lottery for the bare OPPORTUNITY to apply for an apartment, that's their business.

(Maybe they won the lottery the day before and liked their house… or a benefactor stepped in and felt sorry for them).Hope it helpsRandy
