Yes, I believe the market gives you hints like case-shiller index top 20 largest metro markets, interest rate/Fed, median home prices, sales monthly/YoY, jobs report, economy, housing starts, stock market, etc.However, your signs are not the most logical.

Thanks for all the replies....I think my mistake in the logic and looking at all those sites is just how you kind folks have pointed out..... being  that I won't be a typical homeowner looking to redo a kitchen or bath....so using those remodeling guidelines would be a mistake ......I appreciate the helpBruce

@Dan Heuschele Your right, landlords are not required to accept emotional support animals, however most landlords seem to be in so much fear of the Fair Housing Act that they throw logic out the window.
