Every part on a water heater can be replaced except for the tank, so unless the tank is leaking, you don't need a new one.Draining the water heater every 6 months, and flushing it, will help prevent lime buildup.

"Seinfeld" aired an amusing episode on this subject.I rate the low flow showerheads about the same as the 'water saving' toilets one must flush multiple times to get results.
