If they want to landscape HOA owned land, they (ie HOA $$) need to pay for it, not you.

I would give similar advice to someone that wanted to open a restaurant, landscaping company, hair saloon, etc.  

I have already contacted two other contractors for quotes in order to obtain three total quotes.I understand that some investors like to also make use of lower-cost options, such as neighborhood kids, but as I am running a business, I would like to maintain a process that is repeatable and predictable and that may also adapt to long-term needs, such as landscaping and weed maintenance.

I know that the landscape has changed quite a lot and I wonder if you have any perspective on how to find good syndications opportunities and which ones to avoid.

Was it remodeled, workshop, ADU, landscaping, fixer, etc...

However some properties have landscaping and trash.
