Couldn't banks call loans with low rates due and lend the money to new buyers at higher rates, all while collecting new origination fees, boosting revenues which are declining, and making more money?  

Make sure you have a lot of ducks and all fo them in a row. 5 year estimates on revenue and expenses, full business plan, licenses etc etc all in place before you go in.

I'm now putting a lot more into public markets (index funds, stocks, Master Limited Partnerships, Business Development Companies, bonds).

What folks should be doing is developing the understanding enabling them to build their own tools.

You may also want to check the Columbus OH market - great macroeconomics with lots of job and population growth along with major companies developing here that drive strong rental demand.
