Start reaching out to landlords, you can get all their contact info using reonomy which only cost about $100 per month to get direct owner contact points.

He contacted an attorney, who finally got clarification from my attorney as well as the county recorder.  

Another option could be exporting your data to a spreadsheet for manual adjustments.

No other way then getting in contact or showing up on his doorstep.

Do you have written confirmation that the sisters / mother are a good emergency contact? 

I will PM you my rep -- they are in Indianapolis, but if they don't cover your territory, I am sure they can send you contact info for someone. 

The second page is a page for the doctor or professional stating what the tenant is requesting and giving them a little info as to why we the landlord are asking for it. the 3rd page is the ASR with simple yes-no questions. the 4th page is the approval or denial with what information was considered as well as contact information if you want to allow the 2nd review if a larger company.  

I would give them a written notice and keep documentation of all contact you have with this tenant.
