If the line touches ANY part of the house (deck, garage, anything), then you are in that zone - unless you can prove to FEMA that the lowest elevation of the house is above the level indicated for that zone on the map.

I would say the deck is probably stacked against you.  

And, the tenant is a handyman who has already begun improving the property by refinishing the cabinets and building a nice deck.

M&T said they’ll do 85% LTV and they also said they would do an Exterior appraisal , my deck is in pretty rough shape would that hurt me significantly through the appraisal process?

We paid the fees and added the required safety features, painted the exterior, repaired the back deck, made repairs to the upstairs kitchen and added a sump pump with drainage in the basement due to flooding issues.

Top unit has rooftop deck, bottom unit has backyard.
