If he or she will not help, I would find another agent.If I were you, I would do all I can to find the owner of the vacant properties and submit an offer without the agent.

Offers don't get submitted to the lender, only fully executed contracts.  

Also, you would have to find a broker so you can work as an agent as I am sure you know.The trickier part is finding a broker that would allow you to work as an investor or even submit low offers.
