Apparently there was a litigation between the HOA of the property and the builders which started on 2008 (townhouses were built in 2003) at the transition period of the property to the HOA and during Common Elements engineering inspections it was found out that the buildings had numerous deficiencies in the construction such as improper construction of decks and deficiencies in the construction of the exterior cladding system stairs and stoops.

The deal was we were to refi together but because of unforeseen circumstances I was unable to secure a loan relative took it upon them selves to start dealing with service provider thus avoiding me hoping to take over ownership I advised them numerous times that the service provider does not own the property I do. 1.

With the right approach, you can get people to let you look inside, I have managed to do this on numerous occasions (if you can't get in, look at photos from the most recent MLS listing of the comp your investigating).
