If you don't have a current rental registration you cannot get an eviction judgement. 

I happened to visit the property a second time during a heavy rain, and there was water leaking in the basement.

Or they could have kept up on things like rent, but been overwhelmed with medical bills, split things from a divorce, lawsuit judgement, etc.
