Then I ask them if that seems reasonable and what other items I missed.

You also have to worry about the tenants personal items being swiped, or, a tenant at least suspecting that a missing item was stolen by the handyman or plumber, even if it wasn't.It can be a real pain.

Those are some items that come to mind.

Keep in mind, if you have all your cash in a single property it's very easy to take a loss.  

After I'm under contract, I'll continue to address the higher risk items until I'm totally comfortable with the budget and scope.

I am thinking about providing new tenants with a welcome basket of basic cleaning supplies and household items like: paper towels, toilet paper, toilet brush, plunger, dish soap, and all purpose cleaner.    

@John Burtle While I think you can easily find smaller local banks that will do construction loans on new construction 2-4 unit houses, some of the items that you want are likely impossible.I build duplex houses for long term rentals.
