wouldn't buying new furniture before paying the security deposit be a red flag to you....not that the person(s) doesn't have the money to pay rents, rather they obviously don't view it as the priority.

If you're holding as a rental, I would only finish the basement if you solve the moisture issue first; otherwise, you're opening yourself up to angry tenants if storage boxes, furniture, etc get wet.

The grandmother may invest in another home that is large enough to share with one of her children and two of her grandchildren.
