They want to make sure any buyer who buys the property can actually successful complete the renovation.

But, it is not completely accurate. 

Far too often, people miss facts when they post questions on here, and as such, impossible to give a complete answer.

I meet a lot of clients, but for smaller matters or out of state investors, I have not always met them prior to completing the work.

Why not refi after completion?

Even with otherwise good searchers, they often failed to provide the complete documentation.

Also an expirenced painter could probably touch these up better than your tenant so get a quote on touch ups from painter or only repaint the worst walls completely. 

The Idaho Apartment Association recommends that the landlord provide a form directly to the health care provider to complete and return.
