What would you recommend in my situation?

I'm in Charlotte, NC so it might be similar to your southern city, however, further research is recommended.

Looking at buying a house that had maybe 50 cats in it so it reeks of cat urine.

Not yet, looking to attain permits & start horizontal development in Q1 2025. 

Found on mls, put in my offer at asking and they accepted it.

Fortunately everyone was ok and the insurance company has been no problem at all giving a full pay out which is valued at the purchase price in 2020.The pay out is not enough to repair/rebuild as the house was built in the 1920s and would not make sense in the location it is in.

The type (and location) matter a lot but as a general trend vacant Land sales have definitely been slowing down as of late.We have dozens of properties at a time up for sale across multiple states and we spend a healthy amount of money on our Dispo advertising.

Now if you looked over the course of three months and see consistent deposits, that might make me feel better.
