I recommend that all landlords have the free Corona Virus Deferral Lease Agreement (https://www.american-apartment-owners-association.org/wp-content/uploads/2020/04/Coronavirus-Rent-Deferral-Agreement.pdf) on hand and have tenants who need a deferral offer proof of filing for unemployment.

It also depends on the scope of work done.You can have another contractor visit the property and pay them to undertake the liability of the work and file permits for you.

@Keith AnnisI'm not an attorney, but I don't think you need to prove anything to impose a fee that is a legitimate provision in your lease.I think it would be on the tenant to challenge the validity of it in court as a defense to the eviction you file for nonpayment of the fee, and the judge would then make a judgement based on both sides of the story (your explanation as to why you believed it to be occurring, and the tenant's explanation that it was not).

My only point was that in absolute terms, yes the unemployment numbers were bad, very bad; however, in relative terms if the market, being forward looking, expected 5m new filings and they got 3.3m, that is relativity, not so bad and thus its not surprising that the market views this as good news.
