I genuinely liked this tenant, but the inability to produce bank statements to prove income and unable to provide W2's so I can confirm there the employer appearing on paystub is a genuine one and has a Fed Tax ID, was a real concern.

To add some more context and answer some of the questions asked:1) The HOA doesn't seem to have any rules on that matter (at least according to my PM - they said that they asked the HOA and they don't have any rules for that)2) Splitting the cost is what I'm trying to do - but my PM is unable to reach out to the neighbor to do so.3) I had no idea that the fence was not "neutral" and that it belonged to either property, so I'm trying to figure that out next - who owns the fence.4) The cost of the repairs is $2,000.

The charity being unable to obtain a loan years ago should have changed now that they 1) have several years of operating 'income' to show 2) the asset's value should arguable have increased to where the LTV could be much lower and 3) they have a record of on time payments.

@Jay Hinrichs My position is that the government - in OR especially - rent controls, having to pay moving expenses, having to give tenants the right to buy properties... in CA being unable to screen tenants, run credit reports, or check for previous evictions - is a huge threat to our businesses.
