How do you typically balance cost versus quality when outfitting a property?

We have the opportunity to buy 12 single family units that are already rented through a portfolio with seller financing. 

On the FMLS and I knew the listing agent How did you finance this deal?

If wholesaling is legal in WI without a license why is it illegal to have a property under contract without the intention of actually buying the property yourself?

Investors are a little bit like white blood cells in a city - they clean up the properties nobody wants or is able to take on.

There are lots of experienced property owners, lenders, real estate agents, attorneys, tax experts and more here so don't be shy to ask questions and I'm sure an expert in that field will be able to help.

She got a message a few days ago that said:"Also, not sure the last time you saw the property but the back deck has exposed nails on the boards - my husband stepped on one of them.

My question: In the original lease it states to make payments via check or money order to the Property management office.

I converted my primary residence into a rental property three years ago.

I had issues with renting out the place earlier, and the current rent doesn't cover even the mortgage interest, let alone other expenses like property tax, insurance etc.
