If I'm in your shoes, I recommend chatting with some local investors (attend a few meetups) to get a good sense of whats possible and not based on others that have a similar W2 scenario as yours. 

I highly recommend that you tune in to the BiggerPockets Podcast and connect with the local lenders and brokers.

the thing about mentors is you really want to find someone that is familiar and specializes in the local market you're looking to invest into .

I'd highly recommend local meetups and talking to real estate agents.There are companies that offer help with the execution of rentals and BRRRRs, but this typically comes with a large chunk of upfront fees or cut in equity.

I believe the biggest arguments against Portsmouth are the high local taxes and of course the crime.

You need to check local laws to see what is and isn't allowed.

Work with a local installer that will stand behind their work.

Make connections with other investors by using mentors, online forums, and local gatherings.

I do have two different people who are local that have given me their opinion of the area.
