I do know of some landlords that do a "tenant talk" when new people move in that cover basic home maintenance items.

That is why you must train your housemates and put systems in place.

The landlord should have completed and provided to you in writing an initial walkthrough of the unit siting each deficient item.

Borrowing, appraisal, after inspection items, shifty/shady sellers, agents that don't know what they're doing or are busy or apathetic. 

It is far less Rocket science and far more a trained eye to understand what little tasks will take a lot of time.The other easy way around this is to find a reliable GC and pay him for estimates.
