I've seen writing contests for properties but never a raffle which would (in NYS) be considered gambling (games of chance) and also involving US Postal service which gosh they have rules about all sorts of stuff you can/can't do via mail. 

Here you would best get your attorney involved if this happens.

I mean, you have to actively get involved in day-to-day running of the PM business as a whole.I get your points, though.

You must show that you need to be actively involved in the business, ie. property management, overseeing contractors, rehabs, etc.  

Some of the key things I've learned is to build a network of people who can offer what you are looking for, get involved in the community here and go to local meetups.
