Agreed with Marcus...hire a structural engineer to determine the cause and extent of the problem, talk to a company that does foundation (or perhaps water-proofing) repairs, and factor the estimate into your rehab costs.Additionally, you'll have to disclose the work to potential buyers, and if you don't plan to finish the space (framing/sheetrock), expect that your resale value may be impacted when buyers see the fix.Often, a horizontal crack is the result of static pressure from the soil on the other side of the wall.
