Sounds like 5% Maintenance would put you under water, is that a fair statement?

right, cant hurt to cast your line into the water. 

Side note: Some friends in San Antonio recently shared a story of a guest who let water overflow from a toilet and ruined the flooring.

I've had to replace the water and drain lines on all my multi-family properties, for example.Also, separating the meters will be extremely expensive.

The main hurdles are having the sufficient capacity with utilities (water, sewer, electric) off-street parking, appropriate setbacks, and fire mitigation (if you have 3 units you are likely going to be required to have one of them sprinkled).
