They are essentially working for the seller but the seller usually doesn't have any money to pay them, the banks require that the seller gets none of the proceeds, so no money is coming out of the sale either.Most mitigators charge a flat fee not geared to the sale price, so they might charge $4k on a $30,000 sale also.

When you buy a property for $100 in a flat market the property can be resold for the same $100 (apply concepts of appreciation and deprecation accordingly).

New roof, new paint job, new carpet in the whole house, the main level kitchen had a stud up brand new one put in with a center island all granite and stainless steel.The driveway was nothing like the MLS pic and was flat as a pancake.

Typical issues with basements relate to gutters failing, grading being toward the structure or flat (surface water doesn't flow away from the building), grading funneling offsite water to the building, or ground water being high enough that it is against the foundation.
